Answer 1:
By the time this Q&A is issued there has been no amendment to SI 22.2.
Answer 2:
As per SI 22.2, boats may be towed at all times within the harbour without needing the display of flag T or verbal permission from the race committee.
The rule explicitly states ‘except inside the harbour’ indicating that this exception applies to towing within the harbour. Therefore, boats may be towed within the harbour without the need to meet the conditions outlined for towing outside of the harbour on racing days.
The above does not consider any local regulations that may apply.
